How to author a DVD on the windows platform?

I am personally using the GNU/Linux platform. I'll check later this week how to create a DVD on my platform of choice.
But the goal is to empower people to create and author their own DVD, with their own selections of videos.
Do you have some expertise on DVD authoring on the windows platform?
What software to use?
Can you provide a short DVD authoring guide for beginners? (please create a new wiki page and start documenting there).
The question is once I have downloaded flash videos from youtube (#19: Download obama videos from youtube), how does someone gets them on a DVD?
